Who covers health care for Texas' uninsured? Taxpayers

Texas resident Gerard McMahan can't afford his health care, but also doesn't qualify for Medicaid.

NEW YORK (CNNMoney) -- Texas Governor Rick Perry says he won't expand Medicaid eligibility under the health reform law because he wants to spare taxpayers billions of dollars.

But many Texas taxpayers are already shouldering the burden of the state's uninsured through higher property taxes and heftier health insurance premiums.

Travis County residents, for instance, are paying for Jeff Kehoe to see the doctor for his high blood pressure and asthma.

Kehoe, a part-time event coordinator who hasn't had insurance since 2006, goes to People's Community Clinic for his primary care. When he can afford it, the Austin resident pays up to $30 for an office visit.

The rest is picked up by taxpayers and donors.

The Travis County Healthcare District pays the clinic $133 for each visit by a patient whose income is below 200% of the poverty line. And the district gets its funding from property owners, who last year forked over $79 for every $100,000 of home value. The rate has been on the rise for the past four years.

Kehoe, 53, would most likely qualify for the expanded Medicaid program under the Affordable Care Act, which would broaden the health insurance safety net to adults with household incomes up to 133% of the poverty line.

A U.S. Supreme Court ruling essentially left it up to the states to decide whether to implement the Medicaid expansion. At least 10 governors, including Perry, quickly announced that they would not or did not plan to participate. Many cited the cost of covering more uninsured residents.

"I will not be party to socializing healthcare and bankrupting my state in direct contradiction to our Constitution and our founding principles of limited government," Perry said in a statement rejecting the expansion.

Under the Affordable Care Act, the federal government will pay the full cost of the Medicaid expansion for three years. After that, the funding will phase down to 90%.

That will hit Texas, which has the highest share of uninsured in the nation. The expansion in Medicaid is expected to cost about $1.3 billion through fiscal 2017, according to the state Health and Human Services Commission.

While Perry's decision will spare the state the additional cost, the burden of covering the uninsured will still be borne in part by residents. Most of Texas' larger urban areas have public health districts like the one in Travis County that help pay for the uninsured.

The uninsured have their care paid for in other ways too. Even without the expansion, hospitals still receive federal Medicaid money to cover the uninsured who come through their doors.

Also, some doctors' groups provide care at various Texas clinics without charge through programs such as Project Access Dallas.

And insurers may raise their premiums to cover costs incurred by the uninsured.

Nearly a third of working-age Texans, or 4.8 million people, currently lack insurance, according to Stacey Pogue, senior policy analyst for the Center for Public Policy Priorities, which advocates for low-income Texans. Medicaid expansion could provide coverage for up to 2 million of this group.

"We are paying for the cost of care for uninsured folks now," she said. "Expanding Medicaid just shifts the cost from local taxpayers and people with health insurance in part to the state budget and federal government."

Even though some uninsured have found ways to have their basic care covered, some are hoping Perry changes his mind and expands Medicaid coverage to all adults.

Gerard McMahan hasn't had insurance since he had to drop his private coverage plan in 2005 because he couldn't afford the $500 monthly fee. Plagued by congestive heart failure and attached to an oxygen tank, McMahan sees Project Access Dallas doctors who donate their time at a clinic in his hometown of Garland.

But the former painter still relies on his church to help cover his medications -- he takes 25 pills a day. McMahan still has to dodge collection calls from doctors. And he still has to wait six months to see his cardiologist.

"If I had insurance, a lot would change," said McMahan, 53. "I'd get the proper help that I need."?

Panetta: Sanctions not moving Iran away from nukes

TUNIS, Tunisia (AP) ? U.S. Defense Secretary Leon Panetta acknowledged Monday that increasingly stiff international sanctions have yet to compel Iran to give up its nuclear ambitions. But he argued that more pressure eventually would lead Iran to "do what's right."

Iran's disputed nuclear program, which Tehran contends is only for peaceful purposes, is a prominent backdrop to Panetta's five-day tour of the Middle East and North Africa. On Wednesday he'll be in Israel, whose leaders have said they are contemplating a military attack on Iran to stop Iran from developing nuclear weapons, a step they view as a threat to Israel's very existence.

The Obama administration wants Israel to give sanctions and diplomacy more time to steer Iran off its nuclear course, although Panetta repeated the administration's standard line that "all options" are on the table in the event that non-military pressure does not work.

"These sanctions are having a serious impact in terms of the economy in Iran," he told reporters during a visit to the North Africa American Military Cemetery, where 2,841 U.S. servicemen killed in the North Africa campaign against Nazi Germany in 1942-1943 are buried.

"And while the results of that may not be obvious at the moment, the fact is that they have expressed a willingness to negotiate (with the U.S., Britain, France, Germany, Russia and China) and they continue to seem interested in trying to find a diplomatic solution," he said.

Those on-again, off-again negotiations have not come close to resolving a problem that U.S. Republican presidential candidate Mitt Romney has cast as one of the biggest failures of the Obama administration. Romney was in Israel this week showing support for Israel and asserting that if he were president Iran would never get the atomic bomb.

Panetta, who has declined to comment on Romney's visit to Israel, stuck to his argument that the administration's current approach is the right one.

"What we all need to do is to continue the pressure on Iran, economically and diplomatically ... to negotiate and to ultimately do what's right in joining the international family," he added.

After meeting in Tunis with the country's new Islamist leaders, Panetta was headed to Egypt for talks with its new Islamist president, Mohammed Morsi, in Cairo, as well as Egyptian military leader Field Marshal Mohammed Hussein Tantawi.

In his remarks at the U.S. military cemetery, Panetta said Washington plans to promote closer counterterrorism cooperation with Tunisia's new leaders. Panetta's press secretary, George Little, said the Pentagon chief also raised the idea of more U.S. assistance in securing Tunisia's border with Libya and in Tunisian maritime security. Little said specifics were not discussed.

Little said the U.S. is worried about the spread of al-Qaida's influence in North Africa, while adding that "the sense is that the threat here (in Tunisia) is not as great as elsewhere" in the region.

Tunisia was the launching pad for the wave of revolt that swept through the Arab world in 2011. It had one of the most repressive governments in the region. The uprising began in December 2010 when a fruit vendor, Mohammed Bouazizi, set himself on fire in the town of Sidi Bouzid to protest his lack of economic opportunity and the disrespect of the police.

The transition here from dictatorship to democracy has been smoother than in neighboring countries like Libya and Egypt, with no power-hungry military or armed militias to stifle the progress. But there is an increasingly bold ultraconservative Muslim minority who want to turn Tunisia into a strict Islamic state.

My most anticipated film of the year has finally arrived! Christopher Nolan has unleashed the final chapter in his influential Batman trilogy. The Dark Knight Rises was worth the wait. In my opinion, this didn't surpass The Dark Knight, which I think is the best in the trilogy. However, The Dark Knight Rises is a thrilling conclusion to this series. Christopher Nolan has once again proved that he's one of the best directors and storytellers in Hollywood now. The film picks up eight years after The Dark Knight. Batman has taken the blame for Harvey Dent's crimes as well as his death. Bruce Wayne has gave up and Batman and has locked himself in his mansion ever since. Gotham City is now peaceful thanks to Commissioner James Gordon. Bruce returns to the public eye thanks to Selina Kyle, his maid who is also a burglar known as Catwoman, and Miranda Tate, a Wayne Enterprises businesswoman and his love interest. Evil begins to emerge in Gotham thanks to a muscular terrorist known as Bane. Bruce Wayne must put the Batman cape and cowl back on and save Gotham before it's nothing but rubble. Batman must get help from Catwoman and Police Officer John Blake. I saw the film split into three acts. The first act shows us who life has been for our favorite characters for the past eight years. The second act introduces us to Bane and he introduces his evil scheme and the third act is the action-packed climax. Believe me when I say it is one heck of a climax! Christopher Nolan is a good storyteller and this film did have a pretty good story. The film starts off a little slow but it keeps you interested. In my opinion, the second act got a little boring. I was tempted to go to sleep but I did not want to miss how Nolan was going to wrap up his trilogy. The third act delivers amazing action and there are plot twists that I did not see coming. For some reason, I didn't care much for Bane's evil scheme but Nolan was able to make it seem intense during the climax. I still prefer The Joker's evil scheme. The film told a good but not great story. The film focused a lot on Bruce Wayne's issues but we already went through that in Batman Begins. As a matter of fact, there isn't a whole lot of Batman but when he's on screen, he kicks butt. The Dark Knight Rises bore me in a few parts but it was overall an exciting flick. I can tell Christopher Nolan gave it his all in this movie. He had to make a worthy follow-up to The Dark Knight, one of the best movies ever made. My anticipation for this film was very high. I did not want to be let down. While this film wasn't as phenomenal as the last, I still give Christopher Nolan a lot of props. His sharp writing and stylish direction are all in this film. The film's script is sharp and has intelligence and emotion. Plus, the actors deliver their lines very well. Michael Caine sure knows how to deliver a monologue. The film does have a nihilistic tone and Nolan knows how to get it right. Although Bane's scheme wasn't the best villainous plan, Nolan makes the situation intense due to the tone. The climax kept me at the edge of my seat. I loved Wally Pfister's cinematography. It just takes the scope of the film to a higher level. The action sequences are intended to be seen in IMAX but I couldn't get to see the movie that way. I'd like to see it again in that format. The film is a nice one to look at. The cinematography is grand and the dialogue in this film is well written. Christopher Nolan knows how to direct actors. If you can't act, then you can't be in a Nolan film. That's probably how he rolls. Christian Bale delivers another strong performance as the best Bruce Wayne ever put on film. I must say that the Batman voice has improved over the last one. It's still graspy but not as over the top. I really liked Bale in this film but I thought he looked silly when he was walking with a cane and had a long beard in the beginning. He looked like he was in his eighties or his nineties. I know you're trying to hide yourself from the world, Bruce Wayne, but don't make yourself look like a hobo. Michael Caine, Gary Oldman, and Morgan Freeman kill it again in their roles. I found myself very interested in Matthew Modine's character. I didn't hate his character and I didn't completely fall in love with his character. His views on Batman were interesting. I don't remember if he played a big part in the climax. Matthew Modine was very good in this movie. Joseph Gordon-Levitt plays Police Officer John Blake. Batman doesn't show up a whole lot in this movie but this guy does. I thought Gordon-Levitt did terrific. I could see this guy as a real-life cop. He was heroic, serious, and put the lives of others before him. I loved seeing John Blake when he was on screen. Joseph Gordon-Levitt has been in a lot of stuff lately and I must say that this guy can act. Tom Hardy did very well as Bane. He's nowhere as good as Heath Ledger's Joker and will probably not get an Oscar nomination. Hardy didn't try to be like Ledger. Although both of them played villains, they are different. Bane is a terrorist and while The Joker did have some terrorist aspects in him, he was more of a psycho madman. Although he can be hard to understand due to his mask, muzzle, or whatever you call it, Bane was intimidating. When he appeared on screen, you knew our characters were in peril. I liked Anne Hathaway's spin on Catwoman. It's different from past incarnations of the character. This Catwoman was a mix of a spy and a burglar. They never addressed her as Catwoman throughout the entire movie. She was technically Catwoman because her alias was Selina Kyle and she was quick like a cat. Thank goodness she only said one cat pun in this movie. It's hard to compare her to Michelle Pfeiffer because the two were very different. I thought the Catwoman character wouldn't fit Nolan's reality-grounded Batman universe but they pulled it off well. Anne looked smokin' in that Catwoman outfit. Me-ow! Marion Coltiard did a good job as Miranda Tate and there are two very cool cameos that I enjoyed. I know, finally! That last paragraph is finally over. I think it's appropriate to say that the acting was my favorite aspect of the film. For crying out loud, the longest paragraph in this review is all about the acting. This entire trilogy was free from bad performances. Since this series is very reality-grounded, the film isn't crammed with a whole lot of CGI. The only CGI in this film is when Batman is riding around in the Bat-Pod or Batwing. I know it's called The Bat in the film but it will always be called the Batwing to me. The Batwing, or The Bat, looked completely awesome and the special effects used on it were awesome. Another thing that is amazing in this film is the score done by Hans Zimmer and James Newton Howard. It's a pitch perfect score and one of the greatest. I think all the Batman themes are awesome. The Hans Zimmer and James Newton Howard theme, the Danny Elfman theme, and even the one from the 60s TV show. The score fits perfectly with the action scene. It just takes the awesomeness to a higher level. The score during the dramatic scenes is also very good. Every time the themes came on, I found myself humming it or pretending to play it on the piano. The Dark Knight Rises is a very good film maybe even great. From the moment The Dark Knight faded to black, my expectations for this film began to grow and they were very high. My expectations grew higher and higher as every scrap of news and trailer was released. I feel the second film is the best in the trilogy. Try to put your expectations aside as you watch this film because not all of them may be fulfilled. The film isn't perfect but it is still a satisfying conclusion to a great trilogy. I know Warner Bros. is planning to reboot this series again but I hope we don't see it for a long time. If it comes out too soon, I feel it would kill the impact that this series had. Every entry in this series took the superhero genre to new heights. Thanks to this, The Amazing Spider-Man, and The Avengers, I can see the genre going in a new direction. Despite some problems and issues I had with the film, it was still a darn good flick. I went to see this at an AMC theater and I got to see the first two films on the big screen before the midnight premiere of this film. I was just amazing to see the entire trilogy back-to-back on the big screen and see how Batman evolves over the course of the three films. I plan to see this movie again while it's still in the theatre. Christopher Nolan wrapped up The Dark Knight Trilogy fantastically and I can't wait to see what he and Zack Snyder do with the Superman franchise next year with Man of Steel. Thank you, Christopher Nolan and company for this amazing series. R.I.P. Victims of the Colorado tragedy. James Holmes must burn in Hell for his despicable act of senseless violence. London Olympic organizers say former Beatle Paul McCartney and other star performers who took part in Friday's opening ceremony essentially donated their time ? receiving a mere pound ($1.57) ? for their performances.

The nominal fee was offered to make the Olympics contracts binding ? but pales in comparison to the millions big names like McCartney can command for a stadium gig.

Other performers such as Mike Oldfield, Dizzee Rascal and Emeli Sande are also thought to have received the nominal fee.

Director Danny Boyle's "Isles of Wonder" extravaganza featured British music that spanned generations, right up to live performances from two of the hottest homegrown acts of the moment: grime star Rascal and the band Arctic Monkeys.

WASHINGTON (AP) ? Former President Bill Clinton will have a marquee role in this summer's Democratic National Convention, where he will make a forceful case for President Barack Obama's re-election and his economic vision for the country, several Obama campaign and Democratic party officials said Sunday.

The move gives the Obama campaign an opportunity to take advantage of the former president's immense popularity and remind voters that a Democrat was in the White House the last time the American economy was thriving.

Obama personally asked Clinton to speak at the convention and place Obama's name in nomination, and Clinton enthusiastically accepted, officials said. Clinton speaks regularly to Obama and to campaign officials about strategy.

Clinton's prominent role at the convention will also allow Democrats to embrace party unity in a way that is impossible for Republican rival Mitt Romney.

George W. Bush, the last Republican to hold the White House, remains politically toxic in some circles. While Bush has endorsed Romney, he is not involved in his campaign and has said he does not plan to attend the GOP convention.

Clinton will speak in prime-time at the Democratic convention in Charlotte, N.C., on Sept. 5, the night before Obama formally accepts the party nomination. While the number two on the ticket often speaks that night, the Obama campaign has instead decided that Obama and Vice President Joe Biden will speak on the same night.

Biden will speak before Obama on Sept. 6, in front of tens of thousands of people expected to fill an outdoor stadium in Charlotte, and millions more on television.

The vice president's speech will focus on outlining many of the challenges the White House has faced over the past four years and the decisions Obama made to address them, officials said.

"To us it's about deploying our assets in the most effective way," Obama campaign strategist David Axelrod said. "To have President Clinton on Wednesday night laying out the choice facing voters, and then having Vice President Biden speak right before the president in prime time on Thursday, giving a testimony to the decisions the president has made, the character of his leadership and the battle to rebuild the middle class that's so central to our message."

Clinton's role at the convention was to be formally announced Monday. It was first reported by The New York Times.

Clinton spoke at the 2008 convention, part of a healing process for the Democratic party following the heated primary battle between Obama and the former president's wife, Hillary Rodham Clinton.

Since then, the ties between Obama and Bill Clinton have strengthened significantly. Obama has called on the former president for advice several times during his term and the two have appeared together this year at campaign fundraisers for Obama's re-election bid.

Emotion detectives uncover new ways to fight-off youth anxiety and depression

ScienceDaily (July 30, 2012) ? Emotional problems in childhood are common. Approximately 8 to 22 percent of children suffer from anxiety, often combined with other conditions such as depression. However, most existing therapies are not designed to treat coexisting psychological problems and are therefore not very successful in helping children with complex emotional issues.

To develop a more effective treatment for co-occurring youth anxiety and depression, University of Miami psychologist Jill Ehrenreich-May and her collaborator Emily L. Bilek analyzed the efficacy and feasibility of a novel intervention created by the researchers, called Emotion Detectives Treatment Protocol (EDTP). Preliminary findings show a significant reduction in the severity of anxiety and depression after treatment, as reported by the children and their parents.

"We are very excited about the potential of EDTP," says Ehrenreich-May, assistant professor of psychology in the College of Arts and Sciences at UM and principal investigator of the study. "Not only could the protocol better address the needs of youth with commonly co-occurring disorders and symptoms, it may also provide additional benefits to mental health professionals," she says. "EDTP offers a more unified approach to treatment that, we hope, will allow for an efficient and cost-effective treatment option for clinicians and clients alike."

Emotion Detectives Treatment Program is an adaptation of two treatment protocols developed for adults and adolescents, the Unified Protocols. The program implements age-appropriate techniques that deliver education about emotions and how to manage them, strategies for evaluating situations, problem-solving skills, behavior activation (a technique to reduce depression), and parent training.

In the study, 22 children ages 7 to 12 with a principal diagnosis of anxiety disorder and secondary issues of depression participated in a 15-session weekly group therapy of EDTP. Among participants who completed the protocol (18 out of 22), 14 no longer met criteria for anxiety disorder at post-treatment. Additionally, among participants who were assigned a depressive disorder before treatment (5 out of 22), only one participant continued to meet such criteria at post-treatment.

Unlike results from previous studies, the presence of depressive symptoms did not predict poorer treatment response. The results also show a high percentage of attendance. The findings imply that EDTP may offer a better treatment option for children experiencing anxiety and depression.

"Previous research has shown that depressive symptoms tend to weaken treatment response for anxiety disorders. We were hopeful that a broader, more generalized approach would better address this common co-occurrence," says Bilek, doctoral candidate in clinical psychology at UM and co-author of the study. "We were not surprised to find that the EDTP had equivalent outcomes for individuals with and without elevated depressive symptoms, but we were certainly pleased to find that this protocol may address this important issue."

The study, titled "The Development of a Transdiagnostic, Cognitive Behavioral Group Intervention for Childhood Anxiety Disorders and Co-Occurring Depression Symptoms," is published online ahead of print in the journal Cognitive and Behavioral Practice. The next step is for the team to conduct a randomized controlled trial comparing the EDTP to another group treatment protocol for anxiety disorder.

Hi everyone!

It's been awhile, but you all know how things can just get away from you!? Hope everyone out there is well and happy.

I wanted to share my first UFO with you all.

Sorry that the photo is a bit blurry.? I'm having a learning issue with my camera.? But, I'm so happy to have this baby quilt done.? I have read and re-read everyone's blogs and got up the guts to spray and sort of pin baste this quilt.? Then I really had to take a leap of faith and I machine quilted it!? I first did Stitch-in-the-ditch along the squares and then stippled the rest.? It was fun to do and went pretty fast.? I did the quilting in one night.? Then I had to go back to some wonderful tutorials and figure out the best way for me to bind the edges.? I think I combined several techniques and winged the rest.? Thank goodness it turned out!? Now it's ready for the next little baby boy born in my life.? I recently made an all white afghan to tuck away too, so I'm well on my way to the next baby shower box!

This coming weekend I am signed up to take a hand applique class and I am so excited about it!? I will post photos when I get home.? I really do well when someone shows me how to do it.? Reading instructions has never been successful for me.? I don't even like to read recipes!? Thank goodness for Youtube and video instructions online.? I have learned so much through them!

Well, I'm off to read and ponder my next projects.? I just got my new edition of Jenny's Elefantz Home.? I can't tell you how much I love this magazine!? Ghana growth to slow on sub-par oil production

JOHANNESBURG (Reuters) - Ghana's once red-hot economic growth is likely to slow this year and cool even further next year on disappointing oil production after a crude-driven boom in 2011, a Reuters poll showed on Monday.

The No. 2 grower of cocoa was one of the world's fastest growing economies last year after pumping oil for the first time at its Jubilee field in November 2010, sending gross domestic product (GDP) soaring by nearly 15 percent.

But that growth rate is expected to nearly halve to 8.2 percent this year, slowing further to 7.0 percent next year. GDP rose 8.7 percent year-on-year in the first quarter of 2012.

An oasis of stability in a region plagued by coups and civil war, Ghana faces a presidential election in December after incumbent John Atta Mills died last week, but analysts saw little impact.

The 2012 expectation for the West African country is in line with a poll taken at the start of the year but next year's expectation is down from 7.4 percent in the last survey.

The Reuters poll for Ghana has a good track record for accuracy. In mid-2010 it predicted 14.7 percent GDP growth for 2011, just 0.3 percentage points short of the actual figure.

"We are concerned about oil output as it falls well short of target," said Nema Ramkhelawan-Bhana, analyst from Rand Merchant Bank in a client note.

The country had originally aimed for output of 250,000 barrels per day by 2013, which would put them among the world's top 50 producers.

But due to delays, production has averaged 80,000 bpd and Africa-focused Tullow Oil is looking to increase production at the Jubilee field up to 90,000 barrels a day by the end of the year.

Still, Ghana's growth is comparable with other African oil giants. Angola's economy is tipped to grow 9.1 percent this year, beating the rate of long time heavyweight Nigeria, seen growing 7.0 percent this year.

Analysts are also worried about a weakening cedi currency due to rising imports for the oil industry.

Inflation has trended upwards, making life a hard grind for locals, even though economic growth is on the rise from the oil production.

The poll forecast inflation will average 9.6 percent this year and 9.3 next. The inflation rate rose for a fourth straight month in June to 9.4 percent from 9.3 percent previously.

The cedi has lost over a third of its value since it began producing oil in November 2010, trading now at around 1.95 per dollar.

Locals also blame the currency weakness on trade with China, as many traders are accumulating actual paper cash in dollars due to the lack of effective transfer channels for the yuan in Ghana.

The central bank has raised interest rates by 250 basis points since February to halt the currency from further weakening but to the detriment of growth.

"The central bank has hiked rates, with concomitant downside implications for growth," Lisa Lewin, head of sub-Saharan research at Business Monitor International.

The government asked parliament to increase its fiscal deficit target in 2012 to 6.7 percent of GDP to finance an 18 percent pay rise offered to public sector workers this year and to reform wage structures for state employees.

This could add to some investor uncertainty and put further pressure on the currency, though analysts have been modest with their deficit forecasts, sticking to 5.7 percent of GDP for this year, and then 4.7 percent next year.

Hey I read everything and was thinking about being a demon, what kind of powers do the demons have and what is their role in the RP?

Not much, other than they are immortal, and they eat human souls. Their role is to kill humans and attempt to survive the Fallen, as the Fallen are their only true resistance. Also, the demons are trying to devour the three human girls, as their souls are exceptionally powerful.

Do demons have any abilities that may prove to be an exceptional offense and defense to Fallen? Like how the Fallen don't have all their power like they did in Heaven so a demon could have the possibility of being more powerful however the demons wouldn't have the numbers that the fallen do and demons may act more upon instinct then logic.

you can be creative. And there are only 3 Fallen so the Fallen definitely do not outnumber them. And yes, they would act more on instinct than logic. And the Fallen have the same amount of power as well as the added Demonic power. Even still, the Demons are more powerful because the Demons cannot truly die, whereas the fallen can because they are no longer immortal.
