Dow Back Above 13k; Housing Stocks Mostly Move Little | Daily ...

The three major indexes all finished above one percent for the shortened trading day, spurred on by investors? anticipation of Black Friday consumer sales, drove the Dow back above thirteen thousand. CNNMoney reports the Dow Jones Industrial Average gained +1.35 percent, +172.79 points, ending the day at 13,009. 68.The Nasdaq advanced +1.38 percent, +40.3 points to close at 2,966.85, while the S&P moved up a +1.30 percent, +18.12 points, to close at 1,409.15. The Yahoo! Finance Manufactured Housing Composite moved up +1.80 percent to close at 1189.6. Most housing stocks we track squeaked out a slight gain; those that lost moved down little, and others closed even. United Forest Products, Inc. gained the most of tracked stocks, +3.07%, +1.11, to close at 37.29. Skyline Corp. fell the most of tracked stocks, losing -0.25%, -0.01, to close at 4.00. Affiliated Managers 128.22 +1.48 (+1.17%). Cavco Industries 49.77 +0.79 (+1.61%). Wal-Mart suspends India staff in corruption probe

(AP) ? Wal-Mart's Indian joint venture said Friday it has suspended several employees as part of an internal corruption investigation, another blow to the U.S. company's plans for aggressive expansion in a giant market that is largely untapped by foreign retailers.

Bharti Walmart, Wal-Mart's joint venture with India's Bharti Enterprises, said it had suspended "a few associates" and was "committed to conducting a complete and thorough investigation." India's Economic Times newspaper reported that the company's chief financial officer was among the five employees suspended, a claim the company declined to verify.

The news comes at a sensitive time for foreign retailers in India, where corruption scandals in everything from telecommunications to coal mining have badly damaged the ruling Congress Party. Eager to rekindle foreign investment, the Congress Party eased foreign investment rules in September, paving the way for Wal-Mart and others ? which had been limited to wholesaling ? to run retail shops with a local partner.

When parliament reconvened this week, opposition politicians quickly shut down proceedings to protest the move, which has already cost the Congress Party a key coalition partner.

In a Nov. 15 filing to the U.S. Securities and Exchange Commission, Wal-Mart said it was investigating potential violations of the U.S. Foreign Corrupt Practices Act in Brazil, China and India, among other markets. Wal-Mart's Mexico subsidiary is already embroiled in a public scandal over alleged payments to middlemen to speed up the store-opening process, possibly through payments to local officials.

Wal-Mart told the SEC it had spent $99 million in the nine months to October on corruption investigations and related lawsuits and said that it is cooperating with ongoing Department of Justice and SEC investigations.

Indian authorities are also reportedly investigating Wal-Mart for possible violations of foreign investment rules, relating to a $100 million investment in a company owned by its wholesale joint-venture partner, Bharti Enterprises.

Bharti Walmart said Friday that it was in compliance with all Indian foreign investment laws.

"All procedures and processes have been duly followed and details filed with relevant Indian government authorities, including the Reserve Bank of India. The central government has sought certain information and clarification which has been provided by us," the company said in a statement.

Wal-Mart operates 18 wholesale shops in India through its joint venture, according to its website. Wal-Mart said in September that it planned to open retail stores in India over the next 18 months, but the corruption investigation may slow its aggressive expansion strategy.

Spokeswoman Arti Singh said Wal-Mart remains "committed to the Indian market."

"We remain excited about the opportunity to grow our business in one of the world's most vibrant economies, expand opportunities for farmers and help lower the cost of living for families in India," she said by email.

U.S. has decimated al Qaeda chiefs but must persist in fight: Panetta

WASHINGTON (Reuters) - U.S. forces have decimated al Qaeda's leadership and made gains against some of its affiliates, but the fight has shifted in new directions that will require persistent U.S. efforts to truly end the threat, Defense Secretary Leon Panetta said on Tuesday.

Panetta, in a speech to the Center for a New American Security, said while the United States had achieved progress against al Qaeda affiliates in Yemen and Somalia, associated groups had made inroads in Mali and Nigeria and were trying to gain a foothold in Libya.

He said the United States had "decimated core al Qaeda," killing leaders like Osama bin Laden, Sheikh Saeed al-Masri and Abu Yahya al-Libi. It also has made strides against affiliated groups like al Qaeda in the Arabian Peninsula in Yemen and al Shabaab in Somalia, he said.

"These gains are real, but it is important to point out that even with these gains, the threat from al Qaeda has not been eliminated," he said. "We have slowed the primary cancer, but we know that the cancer has metastasized to other parts of the global body."

As a result of U.S. pressure, Panetta said, al Qaeda has become even more "widely distributed, loosely knit and geographically dispersed."

"The fight against al Qaeda has taken a new direction - one that demands that we be especially adaptable and resilient as we continue the fight," he said.

Panetta said disrupting and ultimately defeating al Qaeda would remain a key priority even as U.S. forces draw down in Afghanistan over the next two years and renew their focus on the Asia-Pacific region as part of a new military strategy.

He said the key to achieving "the end of al Qaeda" was to finish the job in Afghanistan in a way that ensured the group could never again establish safe havens there.

Panetta said dealing with government corruption in Afghanistan and eliminating militant safe havens in Pakistan were crucial to Afghan stability.

"It will require continued commitment by the international community and the United States to help Afghan forces achieve it," he said, adding, "We have come too far and invested too much blood and treasure" not to finish the job.

He said the United States also would have to keep the pressure on al Qaeda in Pakistan, Yemen and Somalia. It would also have to work to prevent the emergence of al Qaeda safe havens elsewhere in the world, using U.S. special operations forces in partnership with local forces, he said.

"To truly end the threat from al Qaeda, military force aimed at killing our enemy alone will never be enough," Panetta added. "The United States must stay involved and invested through diplomacy, development, education and trade in those regions of the world where violent extremism has flourished."

He said that included Afghanistan and Pakistan as well as countries in the Middle East and Africa.
